For the 15th year, the Louisiana Department of Environmental Quality (LDEQ) partnered with other Louisiana organizations to host the Louisiana Envirothon, an environmental problem-solving competition. On Saturday, Feb. 15, nine high school teams gathered at LSU AgCenter Botanic Gardens to participate in the environmental competition that included testing in aquatics, forestry, soils, wildlife, a current issue, and an oral presentation. The 2020 current issue was Water Resources Management: Local Control and Local Solutions.

This year the District is having their Annual Conservation Tree and Shrub Sale Thursday and Friday, March 5 and 6, at 813 Hwy 167, next to the old Sonic in Winnfield. The District Tree and Shrub Sale is their largest fundraising event of the year. All donations and proceeds from this event directly benefit the community by helping sponsor area projects such as Feral Hog Control Program, Forestry Awareness, and Restoration of Wildlife Habitats.

The Japanese magnolias (also called Jane, tulip, or lily magnolias) are blooming. The sun is working up the courage to push back the rain little by little. King cakes have come and gone, and the smell of crawfish lingers in the air every Friday night. All these signs point to the time of year in which Winn Parish finds itself: Hog Dog season!

The Winn Parish Police Jury appointed Mr. Robin Cummings to the Winn Parish Industrial Board, a group set up to draw interest from larger companies to come to Winn Parish for economic development. Cummings joined Dickey Heard, Toni McManus, and Larry Bates on the board. President McAllister announced that the Industrial Board is looking to add members who are invested in the community and encouraged Jurors to consider people in their districts who may be interested in serving. Thus far, banking, timber, and manufacturer have been represented. A representative for banking or a small business would add desired diversity to the board.

The Human Resources Manager for Roy O. Martin made an appearance at the Winn Parish Police Jury meeting to announce the upcoming career fair at the Winnfield campus of the Central Louisiana Technical Community College, stating they were looking to hire some employees at their Chopin facility. The representative said they will be looking for production team members, millwrights, electricians, and other skilled craftsmen as well, and anybody who comes to the career fair will get an interview that day. This opportunity will take place March 27 at 1:00 p.m.

Ms. Kathy Hall, Chief Executive Officer of Winn Parish Medical Center, made a special appearance before the Winn Parish Police Jury at their February meeting on the 18th. To allay concerns, she opened with, “Allegiance Health Management has no plans for this hospital to close.” A rumor had been circulating that the hospital would close at the end of January. Hall said she came to Winnfield in mid-October to look at the facilities and signed on in November with a list of things to improve, and more than just patient flow.

Hall shared that payroll, the hospital’s biggest expenditure, has been adjusted, and that the team is now working to improve the facility, with no discussion of closing. Hall said that there are services available the community is not utilizing, so she plans to try to do a better job of marketing to publicize services that are provided.

In January the Winn Parish Retired Teachers Association focused on the plethora of opportunities for continuing education right here in Winnfield – but this month the WPRTA was reminded of the irreplaceable foundation of early learning.

Guest speaker Linda Keyes, alumni of Winnfield Senior High School and Northwestern State University, retired in 2012 after 33 years of teaching. Retirement didn’t last long, however, as Keyes became the Director of First Baptist Church Daycare the very same year and has carried the torch of passion for education ever since.

Keyes explained that one of the Louisiana Department of Education’s critical goals is for all children to enter kindergarten ready to learn, and since the LDOE regulates a statewide Early Childhood Care and Education Network, the clear vehicle for achieving this goal is a push for early learning.

At the February 7 meeting of the Louisiana Board of Ethics in Baton Rouge, Docket No. 19-1029 addressed a waiver request submitted by Jessie Kenneth Edwards regarding a $1500 late fee assessed for filing his amended 2016 Tier 3 annual personal financial disclosure 152 days late.

Edwards, who served with the Winnfield City Council from 2013-2018, requested to have his penalty waived because he is “currently in financial difficulty” and “had to retire” because of his health. He claimed to have minimal resources to make payments, stating he has had “several medical problems for the last 3 years or more.” He concluded that he will not be able to work because of his health.
